PROBLEM TO BE SOLVED: To make it possible to maintain the high degree of awakening of an operator by monitoring the degree of awakening of the operator and gradually changing the illuminance of the working environment between the illuminance suitable for the work and the illuminance higher than this illuminance according to the degree of awakening. SOLUTION: The degree of awakening of the operator is monitored by using, for example, a bioactivity monitor system. The illuminance by an illumination device for illumination of the working environment is gradually changed according to the output of the monitored degree of awakening. In such a case, the illuminance is changed between the illuminance suitable for the work and the higher illuminance. The ordinary illuminance suitable for the operation is set when the degree of awakening is high. The illuminance is changed to higher when the degree of awakening is low. The illuminance is recommended to be rapidly increased at the point of the time when the decrease in the degree of awakening to some extent is admitted at the time of this changing. Conversely, the returning to the ordinary illuminance is slowly executed.
