PROBLEM TO BE SOLVED: To quantitatively supply a liquid to a writing utensil, application utensil, etc., by one time valve opening operation and, at the same time, to narrow the outer diameter size of a valve device in a writing utensil and an application utensil for liquid. SOLUTION: In a valve device 10 of a liquid type writing utensil, etc., a first seal projection 6b, which is in contact with and slides on the outer circumference of a valve stem 4 in the front position of an outer flange part 4a during the period in which the outer flange part 4a is parted from a valve aperture 6a and the valve stem 4 is retreated by a prescribed degree A, in the inner circumference of a valve seat and a step 4b to discharge a liquid by forming a space to the first seal projection 6b after the valve stem 4 which retreats by the prescribed degree A is further retreated, is formed in the outer circumference in the front part of the valve stem 4.
