PROBLEM TO BE SOLVED: To prevent a remaining quantity in a reservoir from becoming zero, by providing a speed adjusting circuit receiving a line speed signal and a speed set value, for adjusting a control signal to an inlet section control circuit. SOLUTION: Since a reservoir 7 stores therein a quantity corresponding to a time for replacing a wind-up shaft during normal operation, the shaft is replaced at an inlet speed which is held at a set speed. Meanwhile, if a delay in operation occurs during replacement of the wind-up shaft so that the time for the replacement is extended, a sheet 1 is fed from an inlet section 2 by a quantity corresponding to a delay. In this case, an inlet speed calculating circuit 15 delivers a speed retardation signal to an inlet section 2 so as to prevent the remaining volume in the reservoir 7 from becoming zero. Further, the inlet speed is retarded by a speed adjusting circuit 13 to a value with which the remaining quantity in the reservoir is prevented from becoming zero upon completion of the replacement of the wind-up shaft. Thus, it is possible to stop the line without the remaining quantity in the reservoir 7 becoming zero. |
