PROBLEM TO BE SOLVED: To produce a high carbon cold-rolled steel strip while unnecessitating annealing after pickling by coating a decarburization-inhibitor containing glass component on the high carbon steel strip after hot-rolling, applying a batch-coil annealing and cold-rolling after shot-blasting. SOLUTION: The decarburization-inhibitor having good seal function composed of >=50% glass component melted at about 600 deg.C or lower and the balance aggregate such as Al2 O3 , etc., is coated in a thickness of 60-180μm on the high carbon steel strip containing >=1.0wt.% C after hot-rolling and, thereafter, the annealing treatment is applied at >=650 deg.C in the bell-type batch coil annealing furnace. By this method, a scale decarburization in a reducing atmosphere is prevented at the time of annealing. Thereafter, the decarburization-inhibitor and the seal are removed by the shot-blast and, successively, the steel strip is cold-rolled. By this method, in the production of the high carbon steel strip showing the uniform shape and characteristics, and comparatively soft quality and good workability, the times of the annealing, a lead time and the production cost can be reduced.
