PROBLEM TO BE SOLVED: To make other data storing means unnecessary, and to manage various data unitary, by making a control gain and a trouble diagnosis data memorized renewably, as well as making an ID code memorized to a key. SOLUTION: To the key 1 of each vehicle, an ID code, a control gain data for vehicle controlling, and a trouble diagnosis data, are memorized to its memory means 1a3. A code reading means 1a2 reads the ID code of the vehicle, a code referring means 3 transmits a start permission code through a code transmitting means 33 when the ID code is equal to the stored ID code, while it transmits the read control gain through a transmitting means 34. The present control gain data transmitted from a control means 13 for vehicle is stored to the memory means 1a3 of the key 1. Since the ID code, the control gain, and the trouble diagnosis data are memorized, other data storing means are made unnecessary.
