The present invention relates to a dielectric material composition containing cement material which has very stable dielectric constant value at high-frequency area and appling heat to 110 deg.C and contain cement component with very excellent dielectric property.The composite comprises cement component 0.1-90 weight%, water soluble polymer 0.1-20 weight%, water 5-30 weight% and high-fluidization agent as glycerine or mite 0.1-3 weight%.
