The device has a chamber (14) which is connected to at least one equipment for generating a vacuum. It also has an electron gun (13), which has a direct, airtight link to the chamber, and which is arranged in the axis of symmetry of the latter above its cover. Control equipment is connected electrically to individual components of the device. Equipment which delivers microwaves in order to dry a supporting body in the thermal insulating element is arranged in the chamber, along with at least one electrode (27) whose position can be adjusted.
