PROBLEM TO BE SOLVED: To perform image encoding control with high quality without giving a line clock frequency value from the outside even when a clock frequency is changed and when the line of the unknown clock frequency or the line whose clock frequency fluctuates is used. SOLUTION: A frequency counter part 3 measures the frequency of line clocks 5 and inputs the line clock frequency value 7 to an encoding control part 2. The encoding control part 2 gives image quality control signals 8 corresponding to the line clock frequency value 7 to an encoding part 1. The encoding part 1 compresses and encodes image signals 4 by the image quality control signals 8 and outputs them as line data 6 according to the line clocks 5.
