PROBLEM TO BE SOLVED: To increase the recognition accuracy of the number of persons and a direction when the number of passing persons is counted by a method wherein the scanning region of a sensor part is set at a specific angle with reference to the passage direction of a person and to the vertical direction. SOLUTION: A road is scanned by a sensor part 11, image information is output, and a human-body-region extraction part 12 extracts a human-body region on the basis of its output. A passage-direction detection part 13 detects the passage direction of a human body on the basis of the output of the human- body-region extraction part 12. In addition, the sensor part is installed in such a way that the detection area of the sensor part is within 5 deg. in the passage direction of a person and that it is at 5 deg. or higher in a direction perpendicular to the passage direction. When the detection area is made small with reference to the passage direction, a person can be separated from another person even when persons are passed continuously.
