PROBLEM TO BE SOLVED: To perform the transmission regulations for all the digital mobile telephone terminal equiments at the same ratio according to the traffic load of a mobile telephone service network by providing self-transmission regulation means performing the transmission regulations for the mobile telephone service network by the digital mobile telephone terminal equipments themselves. SOLUTION: A data reception part 41 extracts each layer 3 information of RT, MM and CC from the layer 2 information of the reception control signal received from a network and delivers the information to a data analysis part 42. The data analysis part 42 analyzes each information of this layer 3 information and notifies the analysis result to a communication protocol decision part 143 if the result is valid data. The communication protocol decision part 43 performs the decision of a communication protocol executing the control according to a prescribed communication protocol. Subsequently, a data preparation part 44 prepares the layer 3 information in accordance with the communication protocol determined by the communication protocol decision part 43 and delivers the information as up transmission data to a data transmission part 45. The data transmission part 45 performs a riding together that the layer 2 information is added to the layer 3 information prepared by the data preparation part 44 and transmits data to a radio part. |
