PROBLEM TO BE SOLVED: To obtain a resin film-coated steel plate having both excellent heat resistant adhesive properties and heat resistant non-adhesive properties and suitable as a food cooking implement or a heating cooking implement. SOLUTION: This method for manufacturing a fluorine-containing resin film- coated steel plate comprises the steps of coating and baking the surface of the steel plate with primer made of mixed resin of fluororesin and heat resistant resin, then preheating the plate, press-bonding and laminating ethylene tetrafluoride perfluoroalkylvinyl ether copolymer film, so reheating it that the plate temperature becomes 380 deg.C or higher, and then removing the oxide layer of the film surface layer by polishing the film surface.
