PROBLEM TO BE SOLVED: To efficiently decompose fats and oils, by circulating waste water between a receive chamber of waste water and a decomposing chamber of fats and oils. SOLUTION: This device is provided with a receiving chamber 1 of waste water through a strainer 12 and a decomposing chamber 2 of oils and fats with a member B coated with microbes and an air supply device 4. The receiving chamber 1 and the decomposing chamber 2 are connected to each other at least at a part thereof so that the supernatant of the waste water stored in the receiving chamber and the oils and fats floating on the waste water flow into the decomposing chamber 2. The air supply device 4 is installed along the side walls of the connected part 13 side in the decomposing chamber 2 and below the member B coated with microbes. A number of fine air bubbles ejected from the air supply device 4 installed at the lower part of the member B coated with microbes go up in the waste water of the decomposing chamber 2. The waste water in the decomposing chamber 2 is forcibly circulated to the waste water receive chamber 1 to form a closed circuit. A discharge means 5 is provided in the waste water receiving chamber 1 and/or the decomposing chamber 2 of fats and oils.
