PROBLEM TO BE SOLVED: To provide a picture data encoding device for not causing a failure even though the picture data of a GOP (the group of a picture) phase different from the GOP phase of the editing point of the picture data for processing are inserted and edited. SOLUTION: This picture data encoding device for performing encoding so as to fix a data amount by a prescribed unit by using movement compensation utilizing the correlation of a time base direction is provided with a processing part 1 and a memory 2 for comparing the picture type (PCT) of the frame of the editing point of the inputted picture data with the PCT of the frame of the picture data to be inserted in inserting and editing the inputted picture data, changing the PCT of the frame which is a B picture to a P picture without changing the PCT of the frame which is an I picture or the P picture in the picture data to be inserted when the PCTs do not match and inserting the changed picture data to the editing point and an encoder 3 for encoding output data from the processing part 1 by the prescribed unit.
