PROBLEM TO BE SOLVED: To provide an optical modulation element using EIT (electromagnetically induced transparency) of solid. SOLUTION: This element is provided with an EIT layer 11 as the solid containing impurities which modulates the transmission intensity of a signal light, a semiconductor laser 12 which is formed in contact with the EIT layer 11 and input a gate light G in the EIT layer 11, an optical fiber 13 which inputs a signal light Sin in the EIT layer 11, and a photodiode 14 which measures the intensity of an outputted signal light Sout from the EIT layer 11. When the interlevel energy between level 2 and level 3 of impurities in the EIT layer 11 is a standard deviationσ23 , the interlevel energy between level 1 and level 2 is a standard deviationσ12 , and the interlevel energy between level 1 and level 3 is a standard deviationσ13 , relationsσ23 <=σ12 ,σ23 <=σ13 are satisfied.
