<p>A three-phase emulsion system is provided which comprises from 2 % to 30 % by wt. emulsifier; from 20 % to 80 % by wt. of one or more oil-based functional ingredients; from 20 % to 80 % by wt. silicone oil; and from 0.1 % to 30 % by wt. water. The emulsion is in a water continuous or oil-continuous form. The composition is such that loss of functional ingredients in a wash situation is minimized and that the emulsions have enhanced occlusive properties.</p> |
