PROBLEM TO BE SOLVED: To produce the subject base paper useful for producing a laminate having good performance for preventing migration of silver of printed-circuit board without impairing dimensional stability by including an aqueous solution of an ethylene urea-based cellulose crosslinking agent into a base paper containing a cellulose fiber as a main raw material and drying the base paper. SOLUTION: This base paper is obtained by including an aqueous solution of an ethylene urea-based cellulose crosslinking agent which is an agent for imparting crease resistance and shrink resistance to clothes as well as dimension-stabilizing agent of paper into based paper containing a cellulose fiber as a main raw material by size press, etc., and controlling the water content to preferably <=4wt.% by drying or heating to advance crosslinking in the fibers.
