PROBLEM TO BE SOLVED: To improve heating efficiency of a gas to be heated along with a lowering of the generation of NOx while the length of a slow combustion flame is shortened. SOLUTION: In a burner, a fuel gas supplied from a fuel gas supply section Sg is supplied with air for combustion from an air supply section Sa to form a flame by burning the fuel gas. A gas to be heated with the content of oxygen smaller than air is supplied to the flame from a supply section Se for the gas to be heated to heat the gas to be heated. In this case, the fuel gas supply section Sg jets the fuel gas in the direction of mixing with air for combustion to be supplied from the air supply section Sa and in the direction of mixing with the gas to be heated different from the above mixing direction. The supply section Se for the gas to be heated makes the gas to be heated pass through the flame formed when the fuel gas jetted in the direction of mixing with air from the fuel gas supply section Sg is mixed with the air for combustion from the air supply section Sa to burn and supplied to the fuel gas jetted in the direction of mixing with the gas to be heated from the fuel gas supply section Sg.
