Disclosed is a forming apparatus by centrifugal force, vibration and voltage to manufacture concrete pipes of high density. The apparatus comprises a vibration /voltage forming system(X), a centrifugal forming system(Y), an edge portion drive system(Z) and a locking apparatus(LK). The vibration/voltage forming system(X) is composed of a vibration/voltage portion, vibration/voltage roller stage(12-1), a vibration/voltage roller elevating portion and a carriage car portion. The centrifugal forming system(Y) is composed of motors to rotate a surface portion of the roller and centrifugal rotation wheels(B-1, B-1', B-2, B-2'). Thereby, concrete pipes are precisely formed and the quality is improved.
