SOLUTION: For this safety shoe for the time of a disaster, an instep strap 2 integrally provided with a cylindrical port part 1 is formed by vinylon cloth for which aluminum is vacuum deposited to a surface, the cylindrical port part 1 is provided with a cord 11 as the narrowing means 3 and an insole composed of a freely bendable steel plate layer whose thickness is 0.6mm and a felt layer provided on the upper surface.
