PROBLEM TO BE SOLVED: To improve encoding efficiency through utilization of the correlation between blocks only by simple integral calculation. SOLUTION: An image signal is inputted to a block type classifier and the relevant block is classified as one of N types from picture element values around the relevant encoded block and outputted as a block type. A switching device 2 performs switching so as to input the image signal to picture element rearranging device corresponding to the block type among N types of picture element rearranging devices 3a, 3b...3N, and a switching device 4 performs switching so as to input the output of the picture element rearranging device corresponding to the block type to a variable length encoder 5. The variable length encoder 5 performs variable length encoding and is designed to be suitable for all the outputs from the picture element rearranging device 3a, 3b...3N and efficient encoding can be provided. |
