<p>PROBLEM TO BE SOLVED: To reduce degradation in picture quality and to provide fixed compressibility. SOLUTION: The image of a compressing object stored in a frame memory 13 is divided into plural areas based on human vision characteristics, and higher compressibility is assigned according to the separation from the center of the image. Between a digital luminance signal and a digital color difference signal for defining the image, the plural digital color difference signals are averaged according to the assigned compressibility by a signal processing part 14, the image is compressed by storing it just for one picture element, and the image is preserved in an image storage part 15 while keeping the digital luminance signal as it is.</p> |
