PROBLEM TO BE SOLVED: To enable plural terminals to access a line management table in a slot during transmission to one control signal line by providing the line management table part indicating use information of lines in one slot on a control line. SOLUTION: Slot generators 221 and 222 continuously send request slots and slots, which are not provided with write request parts to shared slots, to control signal transmission lines 223 and 224. They relay and send shared slots to the control signal transmission line in the direction opposite to that of the control signal transmission line from which shared slots are transmitted. The value obtained by subtracting the frequency in write to the line management table in the shared slot from the allowable frequency in write to this line management table is inputted to a CR part indicating the reset value of the counter for each terminal in a write control part. Further, the number of idle wavelengths in the line table is inputted to a PNTW part, and the value in an NTW part is reset. |
