PROBLEM TO BE SOLVED: To provide an address allocation/authentication simultaneous processing mobile data communication system for reducing the loads of a network processing. SOLUTION: A radio communication linkage with a mobile data terminal 4 for performing data communication with the other mobile data terminal 4 and a fixed data terminal 8 housed in a cable LAN 7 through a router 6 in the radio network of a moving destination is established. Between the mobile data terminal 4 and an address allocation server terminal 5 housed by a radio LAN 1 for connecting a radio base station 3 for providing data carrier control/ route selection functions in the network and the controller 2, request/response messages relating to the address allocation/authentication processings of a system for allocating a non-allocated address in an address group corresponding to a pertinent level decided by the authentication time information element of the mobile data terminal 4 from the plural levels of a network access right set beforehand are transferred.
