PROBLEM TO BE SOLVED: To remove the encoding distortion of a decoded moving image signal, or noise and flicker before encoding the moving image signal by providing a time filter and a filter coefficient deciding part. SOLUTION: A time filter 100 outputs an output moving image signal 123 by performing filtering processing in the direction of time base according to a prescribed filter coefficient to an input moving image signal 121. Then, a filter coefficient deciding part 105 decides the filter coefficient at the time filter 100 according to the level of difference between the input moving image signal 121 and a signal for which the output moving image signal 123 is delayed by a frame delayer 103.
