PROBLEM TO BE SOLVED: To reduce the time for starting by deciding data to be loaded at the time of starting corresponding to a referring frequency so as to narrow a data quantity to be pre-loaded. SOLUTION: A data pre-loading part 3a opens the file of a reference table 5a stored in a disk 5 and prepares a reference table capable of copying the reference table 5a in the disk 5 on a memory 4. Then the reference table 5a is read in order line by line. When there is a line to read, it is copied to the reference table on the memory 4a. With respect to data to load, whether there is a spare for it in the memory 4 is investigated and when there is, pertinent data is read out from the disk 5 and CD-ROM 6 to pre-load them into the memory 4. The contents of the reference table 5a is sorted in order starting from many number of referring times so that data is preloaded in order starting from many number of referring times to switch a picture at a high speed.
