PROBLEM TO BE SOLVED: To prevent the joined part of images from being shifted to the left or right when the images of a curved road surface are joined together by detecting the traveling direction of a camera for obtaining road surface condition against a road surface and always keeping constant the direction of the camera against the traveling direction. SOLUTION: A range finder 5 for recording a traveling distance and a recorder 6 for recording a timing for obtaining an image photographed by a camera 4 and a traveling distance at this time are provided in a measuring vehicle 1. For the camera 4, a two-dimensional CCD cameral for obtaining data for every fixed period or a line sensor camera for obtaining a road surface image based on the data of the range finder 5 is used. Upon detecting the steering angleλof the front wheel inner side of the vehicle 1, a steering angle detector 7 decides the rotational angleθof the camera 4 by calculating the traveling direction of the camera 4 against the road surface and outputs a rotation instructing signal to a rotating mechanism 3. By rotating the camera 4 by an angleθ, an image obtained by the camera 4 during turning of the vehicle 1 is always directed in a fixed direction against the traveling direction of the camera.
