PROBLEM TO BE SOLVED: To automatically send a proxy information indicating countermeasures for production delay when the occurrence of the delay is reported to the person in charge of the corresponding line control but receives no communication from him/her. SOLUTION: A production control controller 1 which judges a production delay by production plan information 51 received from a production control computer 7 and production result information 52 received from a production result information collecting terminal 6, sends the person in charge of the corresponding line control information 57 indicating countermeasures for the production delay through an information transmitter 2, and the corresponding person in charge of line control who receives information inputs production delay confirming information 58 from a confirming information input terminal 3. When the production delay confirming information 58 is not inputted after a specific time passes after transmitting information 55 indicating countermeasures for the production delay, the production control controller 1 determines a proxy, and sends the proxy the information 57 indicating countermeasures for the production delay through the information transmitter 2.
