PROBLEM TO BE SOLVED: To provide a gear pump or motor which can be easily assembled, and which can appropriately exhibit various performances including a volumetric efficiency. SOLUTION: The outer diameterϕC of a side plate 7 is approximated with the inner diameterϕD of a specular hole 2b only at a high and low pressure petitioning position S and the outer diameterϕE of the side plate 7 in a zone near to the discharge port OUT side is set to be less than the inner diameterϕD of the specular hole 2b so as to have a play with which the assembling can be facilitated and the side plate 7 is urged from the suction port IN side from the discharge port OUT side due to a differential pressure during operation. Thereby it is possible to ensure a positive sealability and as well an appropriate volumetric efficiency at the high and low pressure partitioning positions.
