PROBLEM TO BE SOLVED: To obtain an adhesive for sound absorbing panel excellent in adhesiveness between a sound absorbing panel and a base concrete and followingness to strain of the base control and excellent also in durability to impact. SOLUTION: This adhesive for sound absorbing panel comprises a curing type adhesive for bonding a sound absorbing panel mutually fixing contact parts of adjacent granular materials by gathering innumerable granular materials and having continuous pores in the interior and a base concrete not having continuous pores in the interior and has 1×10<3> to 1×10<9> dyn/cm<2> modulus after curing and >=50% elongation.
