PROBLEM TO BE SOLVED: To efficiently execute usable bit rate (ABR) service by transmitting an F-RM cell between switches (ATM exchanges), forming a control loop performing a turning back transmission of this cell as a B-RM cell and controlling the transmission cell rate by the update of a cell interval table in each switch when congestion occurs. SOLUTION: A reception data cell DT is written in a cell storage part 1 correspnd-int to a VPI/VCI, the data cell DT is read from the cell storage part 1 at the interval according to the cell interval information corresponding to the VPI/VCI of a cell interval table 4 and the data is transmitted. By transmitting the cell for control from a forward direction cell for control (F-RM cell) generation part 6 for every prescribed number of data cell DT, receiving the cell for control (B-RM cell) in the reverse direction and rewriting the cell interval information of the cell interval table 4 by the control information, ABR service can be efficiently provided by the short control loop between ATM exchanges. |
