<p>PROBLEM TO BE SOLVED: To reduce the cost for coding and decoding video data flow. SOLUTION: A coding conversion coefficient is generated through application of conversion coding in a forward bus, and a scanning system is applied to the coding conversion coefficient in a forward bus of a coding/decoding unit CD. A coding conversion coefficient scanned in the forward bus VP of the coding/decoding unit is quantized by a quantization unit, run length coding is executed in the forward bus of the coding/decoding unit and run length decoding is executed at start point of time of decoding in the case of internal decoding of the video data flow on the decoded bus. Then inverse quantization is applied to data obtained from run length decoding and inverse scanning system to above is applied to the data subject to inverse quantization and inverse conversion coding to the conversion coding above is applied to the data obtained by the inverse scanning and the decoded video data flow is subtracted from the video data flow.</p> |
