PROBLEM TO BE SOLVED: To provide the system and method for determining the feature of quantization level for the bit transmission rate of an unprocessed video signal in a video frame. SOLUTION: During a pre-encoding phase, various quantization levels are allocated to the various sections of one frame, pre-encoding is performed, and bit transmission rate is determined for each quantization level to be used for the pre-encoding phase. Pre-encoding is repeated for plural frames, and all the quantization levels corresponding to the bit transmission rate are recorded for the unit of a frame. Afterwards, the statistics of these levels are used during the encoding or re-encoding of digital image, and based on the target quality and target storage area size of each segment, the number of bits to be allocated to the segment where the digital image exists is controlled in comparison with the other segment. The generated encoded image is stored in a storage capacitance medium. |
