PROBLEM TO BE SOLVED: To calculate a motion vector by inputting a band signal. SOLUTION: A hierarchical image restoration part 21-i restores an image by inputting a wavelet conversion signal s11-i of a preceding frame and an output signal s21-(i-1) from a hierarchical image restoration part 21-(i-1) on the preceding stage (a wavelet conversion signal in the case of i=0) and outputs that restored image s21-i to a hierarchical image restoration part 21-(i+1) and a motion vector estimation part 23-i on the following stages. The motion vector estimation part 23-i performs block matching for each block of N×M picture elements, finds a motion vector s23-i and outputs it to a motion vector estimation part 23-(i+1) on the next stage. A motion vector s23-n is outputted from a motion vector estimation part 23-n on the final stage.
