PROBLEM TO BE SOLVED: To improve the efficiency of handling a developing device and the efficiency of operating the same, and to decrease the waste of the apparatus and a supply by forming a first developing apparatus as a development cartridge, and individually supplying the respective developing devices of a second development apparatus with a developer. SOLUTION: A black developing device 7 is formed as the so-called development cartridge (DMT). When toner in the black developing device 7 reaches a designated quantity or less, the toner end is detected, and a sign for replacing the unit is, for example, displaced on a display panel. At the time of replacing the black developing device 7, a sub-frame is turned on a rotating shaft 9a simultaneously with a front frame 8 to open a process cartridge 31 similarly to the front frame 8. Thus, the black developing device 7 is replaced after several thousands of sheets, judging from the container capacity, and the color developing apparatus 6 is replaced as a unit of three developing devices of yellow, magenta and cyan according to counting of a designated use amount of several tens of thousands of sheets.
