PROBLEM TO BE SOLVED: To provide a resin painted metal plate for an alkaline storage dry battery positive electrode can with no coat surface layer falling off during drawing by forming a resin coat in double-layers and setting a characteristic difference between a finishing coat and a priming coat. SOLUTION: A painted metal plate is such that the surface of a metal plate is covered with a resin coat containing graphite powder which has a purity of 95% or more, an aspect ratio of 50 or more to be flaked and an average grain size of 50μm or less and/or carbon black which has an oil absorption of 250ml/100g or more measured with DBP, as conductive material. The resin coat is formed in double-layers. The content of the conductive material in a finishing coat is less than that in a priming coat, and volume resistivity is 1×10<6>Ω.cm or more and less than 1×10<7>Ω.cm for the finishing coat and less than 1×10<4>Ω.cm for the primary coat.
