PROBLEM TO BE SOLVED: To realize partial conference without cutting a communication line by providing plural change-over switches interrupting the transmission of sound information to the electronic conference devices of at least two points. SOLUTION: A picture switch circuit 2 changes over plural picture information transmitted from the electronic conference device A and B of at least two points and displays them on a monitor 3. The plural change-over switches 16 and 17 interrupt the transmission of sound information to the electronic conference devices A and B of at least two points. A switch control circuit 13 selects the change-over switch setting a system to be an interruption state between the plural change-over switches 16 and 17.
