PROBLEM TO BE SOLVED: To secure the amount of electrostatic charge on a photoreceptor and decrease generation of NOx gas. SOLUTION: The first electrode 60 is formed on a substrate 50, and a second electrode 66 is formed via a dielectric layer 55. The second electrode 66 is made of a material having a high electron emitting function, for example a conductive substance having a low work function and a low rate of sputtering. The density of electrons emitted from a discharging area does not increase the mean electric field owing to this material of low work function to lead to decrease in the stable discharge voltage, which decreases the NOx gas discharged from an electric discharger. |
