PROBLEM TO BE SOLVED: To prevent the exhaust white smoke in the exhaustion of exhaust gas by cooling the exhaust gas with a closed loop heat radiating heat sink with salt water for cooling that is installed in a tunnel, and condensing and separating water in the exhaust gas. SOLUTION: Coolant 23, that is liquefied by radiating heat to a heat sink 22 at room temperature when compressed and that is gasified at the temperature of the exhaust gas, is flown to a cooling closed loop A. The liquid coolant 23 is stored in a vessel 24 and the pressure is boosted Pb by compression b by a booster P1. The coolant 23 is conducted to a heat exchanger 25 and is gasified C by the thermal energy Tc from the thermal media X and Y. The temperature of the gasified coolant 23 is changed to a low temperature Td with the expansion turbine 27 and the exhaust gas in the tunnel 21 is cooled enough. Then the pressure and the temperature of the coolant 23 is raised by the compression by a gas compressor 29 and the coolant 23 is conducted into the heat exchanger 26, cooled by heat transfer to the thermal media X and Y, liquefied by radiating the heat from the external low temperature heat sink 22 and returns to the initial vessel 24.
