PROBLEM TO BE SOLVED: To prevent the exhaust white smoke in the exhaustion of exhaust gas by cooling the exhaust gas with a closed loop heat radiating heat sink with salt water for cooling that is installed in a tunnel, and condensing and separating water in the exhaust gas. SOLUTION: Coolant 23, that is liquefied by radiating heat to a heat sink 22 at room temperature when compressed and that is gasified at the temperature of the exhaust gas, is flown to a cooling closed loop A. The liquid coolant 23 is stored in a vessel 24 and the pressure is boosted Pb by compression b by a booster P1. The coolant 23 is conducted to a heat exchanger 25 and is gasified C by the thermal energy Tc from the thermal media X and Y. The temperature of the gasified coolant 23 is changed to a low temperature Td with the expansion turbine 27 and the exhaust gas in the tunnel 21 is cooled enough.
