An artificial neural circuit and an oscillating neural network by using the same based on a stochastic pulse coding and a noise feedback pulse coding are disclosed. In the circuit, A synapse means(10) emits or absorbs a current proportional to an increasing voltage signal in response to a predetermined input signal. The synapse means(10) includes a first transistor(M1), a second transistor(M2), and a third transistor(M3). The first transistor(M1) is coupled between first and second power sources and has a gate for receiving an increasing voltage signal. The second transistor(M2) has a gate for receiving a predetermined signal. The third transistor(M3) is connected between first and second transistors(M2,M3) and has a gate for receiving a predetermined input signal. A neural body means(20) integrates the current from the synapse means(10).
