A system in which a horizontal flange part(34) is formed, bordered at the upper end of the dash panel upper(20) on the foot of the grommet, and inside a permanent magnet is buried. A vertical flange(21a), protruded upward from inside the service hole(21) is installed. A packing, closely sticked to the upper end of the vertical flange is introduced in the packing groove(36) of the grommet(30). Then elastic pads(37) are fixed in the catch(32a) of each hook piece(32) to complete the watertight fitting of the dash panel upper. If water flows down the dash panel of this fitting, the horizontal flange(34) introduced in the grommet(30) sticks tight to the dash panel upper(20) by the force of the magnet, so the water(40) is stopped first hand, the water flowed through the gap is blocked second hand by the packing.
