When the elasticity of a spring works toward an upper catch(33a) of the spring, a locking bar(33) receives upward push. At the same time, the locking bar(33) is pushing a pressure piece(35) upward through a stopper(36). Now, the elasticity coming from the lower part of the spring(34) pushes down a hollow pipe(32), so a cover(30) led by the hollow pipe(32) sticks closely with an upper panel(20) of a dashboard. Then a packing(31) sticks tightly with the upper panel(20) and fills the gap between the cover(30) and the upper panel(20). So the water flows in the upper panel of the dashboard, the water is prevented from entering into the upper panel by the packing(31).
