Disclosed is an apparatus and a method for controlling maximum speed value of a speed changer. The apparatus comprises an over-drive switch(SW1) and a speed change controller(10). The over-drive switch(SW1) changes maximum speed value of the speed changer as a result of selection by an user. The speed change controller(10) sets the maximum speed value as the input signal from the over-drive switch(SW1), and changes the set value as a result of number of changing the input signal from the over-drive switch(SW1). Thereby, the operation of speed changing is properly performed according to drive state of the car.
