The cargo carrier has a base(1) with at least one normally upright post(2) pivoted by a hinge. The hinge has two pivot axes to allow the post to assume three positions. In the first position the post is folded inwardly onto the base, in the second position the post is upright and in the third position the post is folded outwardly away from the base to form a ramp. There is a lock on the base to lock the post upright. A resilient counterbalance(32,57) on the base resists pivoting of the post away from the second position toward the first.
