An apparatus for encoding an audio signal is disclosed. The apparatus comprises a fast fourier transform unit(10) for transforming a time region of an inputted digital audio signal to a frequency region; a masking threshold value calculator(20) for performing a frequency masking based on the output signal from the fast fourier transform unit(10); a power calculator(60) for calculating the power per frame for the output signal from the fast fourier transform unit(10); a bit assignment unit(30') for providing an assignment bit based on the masking threshold value, a present frame power and a previous frame power; and a quantization unit(50') for performing a quantization according to the assignment bit.
