The backward speed change controller mounts a speed governor at the end of the output shaft of a speed change gear, thus to allow the backward speed change only during the forwarding at and within a constant speed. The backward speed change controller comprises: a speed governor valve(2) attached to the end of the output shaft(3) where a -shaped passage is formed in the interior thereof and if the output shaft is rotated under the constant speed, for supplying the amount of flow supplied from a pump(29) to a direction control valve(4) and if rotated over the constant speed, closing the supply of the flow; and a shift control valve(6) for closing the supply of flow from the pump(29) to a backward clutch(5), if the fluid flows from the direction control valve(4) and for supplying the fluid from the pump(29) to the backward clutch(5), if the fluid does not flow from the direction control valve(4).
