In the filter circuit provided by the construction that a luminous input signal(Y) of the interpolating filter adaptation circuit for twice scan is directly inputted to a doubling-speed converting circuit(6), that the luminous input signal(Y) is divided into an output(YL) passed through a line memory part(1), an adder(3) and a deducting part(4) and a luminous signal(YV), and is inputted to a mixer(5), and that the mixer(5) applies it to the doubling-speed converting circuit(6) according to a state of a motion detector(7), the interpolating filter adaptation circuit for twice scan in a digital TV is further characterized by the construction that the luminous signal through a field memory(2) is passed through the mixer(5) together with the luminous input signal(YF) applied through another field memory(2') and the luminous input signal(YR) to which the current input signal is directly inputted, and that these signals are then applied to the doubling-speed converting circuit(6), to thereby signalize a frame difference according to a motion of the video and decide it, wherein the mixer(5) is composed of multipliers(8,8') and an adder(3'), whereby resulting in subdividing a video state more.
