A process is disclosed for establishing an information distribution system among any number of closed user groups by means of a physical unit. The object of the invention is to create a hardware system that allows information to be symmetrically and safely distributed in both directions over unsafe networks, so that any number of closed user groups or applications may safely and separately communicate over one and the same physical hardware unit while making it impossible for third parties to access the information exchanged between individual confidential user groups. For that purpose, a code memory (2), a known code memory (3), an unknown code field (4), a loadable code field (5), an attribute field (6), a temporary code memory (7), a coding unit I (8), a code field generator unit (9), a coding unit II (10), a temporary information buffer memory (11), a temporary information secondary memory (13), a code field intermediate memory (14) and an attribute memory (15) are associated to a specific, closed circuit system (1).
