An apparatus and method for debugging firmware which operates in a system ROM are disclosed. In a debugging method for a system having a firmware debugger and an ROM monitor, a firmware code is loaded on a target system board and executed thereon. Executing data are read by the step which executes the firmware code and the executing data of "0", "1" are serially outputted. The read executing data is transmitted to the firmware debugger and a code is debugged. According to the method, a command language and a data communication between a firmware debugger and an ROM monitor are easily controlled, Therefore, when a firmware code is changed, an installing time with a new ROM is reduced.
