PROBLEM TO BE SOLVED: To provide a developing device capable of stably and excellently forming a thin layer of toner on the developing sleeve without the dripping of toner. SOLUTION: For always locating the toner 8 in a developing container 19 on the vertical lower sides of an elastic roller 6 and the developing sleeve 5, a toner quantity is detected by a residual toner detecting antenna 9, to supply the toner in a hopper into the developing container 19 with a toner supplying roller 13. An elastic blade 70 is constituted of an elastic rubber layer 71 and a phosphor bronze plate 72 and a blade bias is applied from a power source 21, to generate micro-vibrations in the phosphor bronze plate 72 and prevent the sticking of the toner to the phosphor bronze plate 72.
