Process for preparing water emusion type adhesive tape for banding textile roll is composed of, a) making acrylic ester vinylacetate by mixing 4% surfactant for emulsion neutralizing, 12% butyl acrylate, 18% ethyl hexyl acrylate, 8% methyl methacrylate, 1% acrylic acid and 54% H2O, b) adding 0.3% ammonia water and reacting for 30 min, c) adding 0.4% dioctyl phthalate(D.O.P) and reaction for 30 min, d) forming adhesive by adding alcohol, and e) coating this adhesive on the paper sheet or vinyl tape treated by electric discharge.
